How the Conseil des travaux shaped French warships

See how France's powerful construction council revised radical proposals and demanded the dockyard infrastructure needed to make new technology work.

Notes

The Conseil des travaux reviewed warship projects, costs, tenders, inventions, and dockyard infrastructure, giving it unusual leverage over French procurement. Formed in 1831, it remained inside the naval ministry until a weaker technical committee replaced it in 1905. By the 1880s, proposals from the Superior Naval Council could pass through this body for criticism, and its members had decades of bureaucratic authority behind them. Historians often characterize the council as conservative. This account offers a more practical reading: the navy needed to master existing systems and invest in mutually supporting dockyards before taking on further disruption. Sfax as built therefore combined Bertin's radical proposal with proven features already seen in Milan, the sister of the cancelled Capitaine Lucas.
