Conning-tower armour only helps if commanders use it

An armoured conning tower is useful in close fighting only when command practice puts the captain inside it.

Notes

An armoured conning tower can shelter the command team during close-range fighting. Its protection matters only if the commander directs the battle from inside the enclosed position. A captain who remains elsewhere gains none of that benefit. The ship still pays the tower's weight and space costs, so command practice determines whether the armour is useful.
