The Commonwealth Naval Board designed for Australian capacity

Colvin, Henderson, and Collins illustrate how naval requirements, professional contacts, and sponsored design papers helped shape plans for mass-produced escorts.

Notes

Under First Naval Member Ragnar Colvin in 1937-38, the Australian Commonwealth Naval Board pursued an escort that could be built and supported locally. Reginald Henderson was promoting merchant-standard Flower-class corvettes in Britain for minesweeping and anti-submarine work. Their similar approaches suggest a shared professional network, although the proposed connection rests partly on an inference from their careers. Captain Collins and other officers contributed design papers. Senior admirals could sponsor captains or commanders to develop such proposals, providing both time and institutional support.
