A stronger Commonwealth is not a surviving British Empire

The plausible route to a larger postwar British fleet is a defense and economic federation among willing Commonwealth states, not preservation of colonial rule.

Notes

The panel rejects a permanently intact empire as politically and historically implausible. A more durable alternative would be a Commonwealth with shared defense, trade, education, and training institutions in which Britain supplied a central naval contribution. Such a system would maximize British influence through common habits and institutions rather than coercion. The distinction matters because a cooperative federation could sustain regional carriers and auxiliaries without recreating imperial government.
