Chapter · 34:19-36:22

Commonwealth cruisers and Canada's expansion model

Achilles and Sydney demonstrate Commonwealth combat value, while Canada's deliberate expansion shows how a small navy can prepare for rapid wartime growth.

Notes

Commonwealth cruisers were already proving their worth, with Achilles at the Battle of the River Plate and Sydney soon to enter Mediterranean operations. Their service showed that locally operated ships could contribute far beyond home waters. Canada supplied the institutional example because its naval leadership had planned relentlessly for expansion instead of leaving growth to wartime improvisation. That preparation helps explain the Royal Canadian Navy's size by the end of the war.
