Commerce raiding as psychological pressure and force dispersion

Graf Spee's wider value lay in forcing the Royal Navy to spread escorts and attention across distant trade routes, a logic compared with later Soviet cruiser concepts.

Notes

The cruise aimed to create psychological pressure and force dispersion. Uncertainty far from the most important routes could pull British ships away from places where concentrated protection mattered most. Escorts sent elsewhere could not defend routes carrying troops and supplies. The same logic later appeared in Soviet cruiser concepts intended to keep Western navies occupied around the world and prevent them from concentrating around troop routes. This was the intended effect; whether it would work in practice remained a separate question.
