Why combat accuracy is a two-sided problem

Gunnery accuracy depends on the individual ships, their crews, and the fact that both opponents are manoeuvring.

Notes

Paper estimates of six-inch gun accuracy do not settle a real engagement. Performance varies with the particular destroyer or cruiser and the crew operating it, rather than following automatically from nationality or class specifications. Both sides get a vote: the firing ship manoeuvres for a good solution while its opponent tries to avoid being hit and improve its own shot. That reciprocal problem makes simple national or class-wide claims about combat accuracy unreliable.
