Köln undertook an Atlantic cruise in 1932 and later carried naval cadets on wider voyages. Those deployments helped rebuild German knowledge of the world and restore a visible overseas naval presence. Nine 150 mm guns could look impressive during a port visit. In this interpretation, experienced American, Japanese, Italian, British, and French observers were likely to see a capable ship burdened by decisions they would not wish to copy. The cruises combined diplomacy and training with a close foreign look at the design.
