The counterfactual's largest consequence is institutional: an existing carrier and battlecruiser force would be difficult to abandon. Soviet naval development would not turn so sharply toward submarines before returning to major surface ships under Admiral Gorshkov. Later Soviet fixed-wing aviation would begin from a more mature base, with the Kiev class becoming a later generation rather than an initial experiment. The same force structure also provides gunboat diplomacy: a carrier offshore and a battlecruiser in port could visibly reinforce a friendly regime. The threat of 12-inch guns could deter rebellion without the ships firing, giving Moscow a coercive instrument as well as a combat fleet.

How a completed force could reshape Soviet naval development
Completed battlecruisers and carriers could lock the Soviet Union into a surface-fleet path rather than a primarily submarine-focused one.
