Cochrane turns colonial revenue into military capacity

As governor of Guadeloupe, Cochrane used money and authority to expand colonial marines and make West India regiments into a stronger landing force.

Notes

After the conquest, Cochrane served as governor of Guadeloupe as well as a naval commander. He appears here as a man who spent public money on military capacity rather than personal enrichment. Funds and administrative authority went into recruiting colonial marines and improving West India regiments. Those forces increasingly resembled an organized amphibious landing formation rather than static colonial garrisons. Wartime governorship and local revenue could thus sustain expeditionary power after the initial landing.
