Classify the ship that is fitted

Reserved space and future options do not count as present capability when deciding what kind of warship a navy actually operates.

Question

Should ship classification count equipment a vessel is designed for but does not carry?

Short answer

No; count what is fitted, not what the ship is merely prepared to receive later.

Notes

Classification should describe the capability installed on the ship now. Space, wiring, or structural provision for a future weapon does not make that system operational. A vessel that is fitted for but not with equipment has useful growth potential, but it cannot employ the absent equipment on deployment. Counting paper options would turn classification into a catalogue of possibilities rather than a description of the fleet in service.
