In the game model, civilian factories build infrastructure and other capacity, and they can later be converted to military production. The reverse conversion is unavailable. Because it is only 1936 and tank research is immature, trucks and civilian construction are more useful than rushing weak armoured vehicles. Division changes can wait until the equipment stockpile supports them, while artillery is accumulated in case loyal troops must fight during a democratic rupture. These choices expose the risks of committing to military production before the economy and technology are ready.

Civilian industry before military conversion
One-way factory conversion, immature tank technology, and a planned artillery reserve make industrial sequencing more important than immediate rearmament.
