Political and professional naval leadership separate

Follow the Admiralty's division into a civilian leader who argued the naval case in Parliament and a professional officer who managed the service.

Notes

As the Admiralty evolved, the First Lord increasingly became a civilian political head rather than another operational admiral. That leader had to defend naval policy, budgets, and legislation in Parliament. The First Sea Lord emerged as the professional head responsible for the service and its military direction, while procurement authority created a separate political power base around the Controller. The division reflected the different skills required for politics, operations, personnel, and industrial patronage.
