Chapter · 16:33-20:15

Infrastructure first for a viable Japan

A democratic Japan run begins with political reforms and civilian infrastructure because the game's Japanese economy cannot support rapid expansion without them.

Notes

The political route runs through a strengthened civilian government and a constitution, with economic preparation treated as equally important. Available civilian factories go into infrastructure so Japan can sustain a wider military and industrial programme later. The game makes the logistical constraint plain: equipment, forces, and plans are limited by the capacity underneath them. Delaying part of the military expansion trades immediate rearmament for a larger future production base.
