China had already built unarmored cruisers and torpedo boats, so its defeat was not simply a lack of industrial capability. Some British-built Armstrong cruisers also remained among the fleet's more active and effective ships. The deeper weakness was that China maintained separate provincial fleets with different readiness, resources, and priorities. Those commands could not be combined reliably into one coherent national naval force. Industrial output and individual good ships therefore could not substitute for unified command and employment.

China's missing unified naval command
Domestic shipbuilding could not compensate for China's separate fleets and lack of a unified command structure.
