China tensions and continued British cooperation

Japanese pressure in China alarmed the United States more than Britain, which still saw Japan as a useful partner for the coming Washington negotiations.

Notes

Anglo-Japanese relations remained manageable despite growing tension. Japanese pressure in China in 1915 and 1916 was becoming more aggressive and troubled the United States but, in this account, had yet to cut across British interests. Britain still treated the relationship as cordial while long-term strategic concerns accumulated. Japan also remained important to Britain's effort to secure its objectives at the Washington Naval Conference, so practical cooperation continued into the alliance's final phase.
