Charles Knowles and sailor welfare

Charles Knowles appears as an experienced but imperfect officer whose proposed support for sailors' families linked welfare to discipline.

Notes

Before the battle, Knowles appears as a capable naval professional who could still make serious mistakes. The 1747 Knowles Riot is the clearest example that expertise did not prevent those errors. His commands and Caribbean appointments had given him extensive operational experience before Havana. Knowles proposed homes, income support, and pensions for sailors' wives and children near the dockyards. The scheme was practical personnel policy: family security could encourage service, reduce desertion and indiscipline, and make institutions ashore part of sustaining a fleet at sea.
