The Ceylon concentration has a stated operational timescale. At roughly twelve to thirteen knots, the force could reach the Malayan theatre in less than eight days and move faster if the crisis demanded it. That delay is acceptable only if the army holds a prepared defensive zone and avoids a continuous retreat. Basing the fleet farther west exchanges immediate presence for security, concentration, and freedom to choose the moment of commitment. Fleet transit time and the prepared land defence therefore depend on each other.

Ceylon keeps the fleet distant but still responsive
A fleet at Ceylon can remain outside the immediate crisis yet still reach Malaya in under eight days at economical cruising speed.
