Chapter · 40:43-42:51

Centralized memory and the modern naval academy

Britannia's history raises a continuing choice between centralized and distributed naval education, with understanding valued above information delivery alone.

Notes

The college emerged because the Navy needed a centralized way to preserve knowledge and remain effective in peace and war. Its history leaves a current force-development question: should a new navy rely on one academy or distribute education across several centres? Putting information into a person's mind is only one part of education. Officers also need comprehension, critical evaluation, and practice using knowledge in decisions.
