The Regia Marina had resisted modernizing the old Conte di Cavour and Caio Duilio classes because their underwater vulnerability seemed impossible to correct. Studies for a new medium-displacement battleship began with the Cavours' hull lines and changed that assessment. Designers concluded that an extensive reconstruction of the hull and power plant could create room for effective internal underwater protection while retaining the useful hull form. That technical breakthrough made reconstruction a credible answer to Dunkerque rather than a cosmetic refit. Solving one survivability problem reopened an entire procurement option.

Underwater protection unlocks Cavour reconstruction
A medium-displacement design study shows how extensive changes to the old hulls could finally provide the internal underwater protection the Regia Marina required.
