Before becoming Third Sea Lord, Henderson spends three years working with the existing Controller on the material needs of naval aviation. Early thinking assumes that a carrier may have to leave the formation to chase the wind required for flying operations. Dido cruisers and Tribal destroyers begin partly as answers to the need for escorts able to accompany and protect that movement. Doctrine then evolves toward having the task group maneuver with the carrier, showing how operating experience can generate both new formations and new ship requirements.
