The Capitani Romani were intended to operate in numbers as part of task groups. Their wartime deployment did not match that intention, according to the defense of their design. Their record therefore raises a question about employment as well as the ships themselves. A concept that depended on grouped operations could not be fully tested by a different pattern of use.
