Why Congress had to win before Capitán Prat arrived

The unfinished battleship Capitán Prat made time a strategic resource, pushing Congress toward a rapid, navy-supported decision on land.

Notes

The most powerful ship intended for Chile, Capitán Prat, remained under construction in Europe when the civil war began. Her heavy guns and protection could have transformed the naval balance if Balmaceda obtained her before the campaign was decided. Congressional leaders therefore rejected a slow conquest of successive provinces and moved south for a decisive attack on Valparaíso and Santiago. The watch point links foreign warship procurement to campaign tempo: a ship need not be present to influence strategy when both sides understand what its eventual arrival would mean.
