A large capital ship can double as a training platform

A navy expanding from frigates and destroyers could use a larger ship to train more junior personnel without multiplying every senior command billet.

Notes

A state already operating surface combatants would be scaling familiar naval functions rather than inventing a carrier air arm from nothing. The larger hull could also serve as a training ship for an expanding navy. It needs only one captain, executive officer, and chief engineer, just as a large destroyer does, even though it can carry many more junior sailors and trainees. That economy does not remove the recruiting burden, but it concentrates scarce senior experience while growing the force beneath it.
