Scheer was a capable leader more than an original strategist

Scheer emerges as an intelligent analyst and decisive operational leader who mainly articulated other men's strategic visions rather than originating his own.

Notes

After Jutland, Scheer backed a stronger turn toward submarine warfare and increasingly aligned with Holtzendorff's position. He could make fast decisions, accept risk to save his personnel, and translate ideas into action under pressure. Those are important command strengths even if they do not make him an original strategic theorist. The limiting pattern was that his larger concepts repeatedly reflected Tirpitz or Holtzendorff, while criticism of rivals including Pohl, Ingenohl, and Jellicoe sometimes became personal.
