Strategy depends on the ships, aircraft, troops, weapons, and support systems actually available for a mission. Capability is conditional on fielded systems and cannot be reduced to a checklist label. The Indefatigables were a natural choice for a commerce-protection battlecruiser, but a poor choice for a first-class battlecruiser when they were built. The Dominion procurement choice therefore shaped the strategy those ships could support.
