Jan de Winter commanded the Batavian Republic's fifteen ships of the line against Duncan's sixteen British ships of the line. The Dutch supporting vessels gave them a separate advantage if the smaller ships joined the fight. The British had two frigates, a sloop, four cutters, and a lugger, while the Dutch had six frigates, four brigs, and an aviso. The Dutch therefore had three times as many frigates despite having one fewer ship in the battle line. The comparison depends on which parts of each fleet enter the action.
