Campbell-Bannerman's government and the opening for army reform

Campbell-Bannerman brought long parliamentary and War Office experience to the government that enabled Haldane's reforms.

Notes

Henry Campbell-Bannerman led the government from 1905 to 1908 after Balfour's fall. He had already served twice as Secretary of State for War. His tenure also established the official use of the title prime minister for the First Lord of the Treasury. He simultaneously held the title Father of the House, awarded to the male MP with the longest continuous service, with order of swearing-in settling a tie.
