Chapter · 1:22-4:54

A submarine-heavy fleet turns oil into a strategic objective

The campaign begins with a very large submarine force, weak domestic oil production, and an opponent whose fuel resources offer a tempting strategic objective.

Notes

The scenario fleet's numerical edge comes mainly from submarines, while its surface force is less dominant. The economy exposes a fuel weakness because Italian oil output per person greatly exceeds Britain's. That difference makes an opponent's oil resources relevant to prewar planning. Domestic oil is best held in reserve while imports remain available, leaving Britain a supply to draw on if overseas access is cut.
