Caernarfon's town walls were mostly complete by 1285. Construction spending became negligible between 1289 and 1292, when the accounts ended. That endpoint suggests the intended work of this phase had finished, although the castle itself remained incomplete. Roughly twelve thousand pounds had already been spent by 1292. The distinction matters because the following account of the 1294 capture turns on defences that had still not been built.

The first accounts end before the castle is complete
Mostly completed town walls and the end of the accounts in 1292 did not mean that Caernarfon's whole defensive design was finished.
