Using confirmation to build ministerial expertise

A proposed committee check on cabinet replacements is intended to keep ministers in their portfolios long enough to learn them.

Notes

A minister cannot become a genuine subject specialist if cabinet assignments change too quickly. The proposed reform lets a prime minister choose the initial cabinet but requires the relevant parliamentary committee to approve later replacements. Illness, death, or disqualification remain exceptions, while ordinary reshuffles face an institutional check. The scheme aims to preserve ministerial experience and continuity. It is a proposal rather than a description of the current British constitution.
