Before the war, Burke built a reputation as a gunnery officer on cruisers, destroyers, and battleships. A master's degree in chemical engineering helped him communicate with technical specialists as well as naval officers. His first command, USS Mugford, earned a Battle Efficiency 'E' for gunnery during his June 1939 to July 1940 tenure. Those technical and communication skills then brought an assignment to the Naval Gun Factory in Washington, D.C., where he could work with the specialists ashore.
