Did Togo claim to be Nelson reincarnated?

Did Togo claim to be the reincarnation of Nelson?

No; the story is attributed to other people rather than Togo himself.

The claim that Togo described himself as Nelson reincarnated is rejected. Other people are credited with attaching the story to him, while Togo himself is judged unlikely to have made it.
