An ambassador gives Raven discretion to recover stranded diplomats

Gathering Station refuses to release diplomatic shuttles until the escorts stop fighting, although detaining the diplomats threatens to make the crisis worse. With subspace communications gone, the ambassador considers meaningful negotiations impossible. She prefers Raven to calm the situation and secure a peaceful departure. She nevertheless authorizes the captain to take whatever action he judges necessary to recover the diplomatic party and accepts responsibility for that decision. The authorization includes the possibility of taking the station by force, although the captain doubts whether his ground troops can accomplish it.
