A boat two hundred miles from shore would require a correspondingly long fibre-optic cable. That cable would lie in moving water exposed to waves and other traffic. Fishing vessels and passing ships could break it. Packing many kilometres of very thin cable into a small space also leaves a fragile connection. The practical question is whether the link can survive the journey.
