Does piracy reach far enough south to justify more naval spending, and what does South Africa need?
Short answerPiracy and extra shipping support stronger presence, particularly more capacity than the four Valour-class frigates provide.
NotesPiracy and increased shipping around southern Africa call for greater naval presence. The fleet listing consulted includes three Heroine-class Type 209 submarines and four Valour-class frigates. The frigates, each below 4,000 tons, carry much of the work. Five were originally planned, with four obtained. A force of about six would provide a better basis for availability. The recommendation is to expand capabilities South Africa already has.
