Question

What does each panel member think the plan means by quantum technology?

Short answer

The panel can only infer that it means quantum computing or communications, while warning that earlier British quantum-technology promises have not produced visible systems.

Notes

The panel offers tentative interpretations of quantum technology, mixed with jokes and an informal computing explanation. Quantum computing is considered the most plausible intended meaning. Quantum communications equipment is another possibility, although the discussion recalls roughly a decade of British announcements without a visible fielded result. The uncertainty concerns what capability the plan is actually promising.
