Success at one level of military command does not guarantee that an officer is ready for the next. Higher appointments change the work and bring responsibilities that earlier service may not have developed. Armed forces therefore train junior officers, assess their potential through service, and bring selected officers back for further training before larger appointments. Promotion requires preparation for the new job as well as recognition of performance in the previous one.

Why officers retrain as they move up the chain of command
Officers need new training as promotion changes their duties, even after strong performance in an earlier appointment.
