Why colonial damage complicates decolonisation

The argument for a slow, careful transfer of authority rests on the institutional damage inflicted by colonial rule and the risk of a power vacuum.

Notes

Colonial violence and repression are described as damaging the institutions that an independent government would need. The decolonisation argument is that a power responsible for that damage should not expect stability simply to follow its departure. An abrupt transfer can leave a power vacuum in which dictatorship emerges, even when withdrawal is intended to correct colonial rule. This is offered as a reason for proceeding slowly and carefully, with an explicit rejection of using the argument to defend empire. The preceding exchange discusses Belgian rule in the Congo and recommends Heart of Darkness as related reading.
