Why Babylon 5's fleets feel more organized than Star Trek's

Does Babylon 5 handle fleets better than Star Trek?

Its formations are not necessarily better, but it more convincingly depicts staffs and command structures around senior officers.

Babylon 5 receives credit for giving admirals chiefs of staff and supporting teams, even though its fleet formations attract the same criticism as Star Trek's. A reply notes that extended Star Trek material does depict such staffs. Clarke's specific objection concerns a television briefing for several fleets with only Sisko and two other commanders present. Fleet and divisional leaders, intelligence officers, engineers, and chiefs of staff would all contribute to the proposed operation. One participant recalls his father's joke that the small gathering resembles coup planning. The institutional criticism concerns the missing expertise and representation in a planning meeting.
