Stories of unpaid Soviet supply personnel treating inventory as compensation introduce another supply-work comparison. Alex then recalls Operation Petticoat, in which a casino scheme funds paint for a submarine. He compares the fictional episode with supply stories he has heard and emphasizes cooperation between supply officers and chiefs. The subsequent medical-officer remarks continue the humorous account of shipboard influence and access to scarce goods. These anecdotes are not a description of formal procurement or command-removal rules.
