Why a convoy commodore does not command the escorts

The convoy commodore manages the merchant ships, leaving the escort commander to deal with attacks.

Notes

A retired naval officer serving as a convoy commodore has a different responsibility from an admiral commanding warships. The commodore keeps the merchant ships together and maintains the convoy's progress. An enemy submarine would be the escort commander's problem to tackle. This division allows the escort commander to concentrate on the threat while the merchant ships continue to move as an organised body.
