Flagship workspaces can be modular

Identical hulls do not need identical command fits on every deployment. Canadian Surface Combatants can retain accommodation for a flag role while adding staff workspaces through mission modules. One ship can then act as the flagship without permanently dedicating specialized offices to all fifteen hulls. Modularity in this case supports command-and-control capacity rather than weapons or sensors.
