Bruce Fraser was a strong organizer who defended his professional judgment. His Home Fleet command culminated in victory over Scharnhorst at the Battle of the North Cape, after which he moved through the Eastern Fleet to establish the British Pacific Fleet. The Australian deployment exposed the limits of his political skill: sustaining a major fleet imposed economic and logistical demands that required negotiation as well as naval competence. He later served as First Sea Lord, though politics remained less natural to him than naval organization.
