How close Dogger Bank came to a wider war

A British-Russian war could have exposed the divided Russian squadron to Royal Navy forces supported by faster routes, Welsh coal, and global coaling stations.

Notes

Russian concessions, diplomacy, and acceptance of the Paris commission helped prevent the incident from becoming a shooting war with Britain. The Russian fleet might not have survived long enough to reach Tsushima if negotiations had failed. After Tangier, weaker Russian ships took the Mediterranean route while the larger ships rounded the Cape of Good Hope, creating separate targets for British forces. The Mediterranean Fleet could have intercepted the first detachment, while the Atlantic Fleet could have moved against the force rounding Africa. In the Far East, the China Squadron could have reinforced Japan against any ships that completed the voyage. British access to the Suez Canal, Welsh coal, and a global network of coaling stations would have allowed faster concentration and sustained pursuit. The counterfactual shows how logistics, basing, and route geometry could decide a campaign before a fleet engagement began.
