Britain and Germany misread each other's signals

Britain's reluctance to threaten war and Germany's reading of diplomacy as weakness created a dangerous failure of strategic communication before 1914.

Notes

Much of the prewar failure lay in a fundamental British-German misunderstanding. Britain wanted negotiated settlements and did not mobilize its naval power early enough to make intervention unmistakable. German leaders therefore read British restraint as unwillingness to act rather than a preference to avoid war. The section distinguishes not wanting to fight from being unwilling to fight, a difference that deterrence must communicate clearly.
