The Queen Elizabeth-class carriers should have sat inside a larger flight-deck plan rather than being judged as an isolated purchase. Replacing Ocean, Albion, Bulwark, and the landing ships with purpose-designed amphibious ships could have produced two strike-oriented decks alongside three amphibious decks and large docks. The American class is not a direct template because its internal organization is built around United States amphibious practice. British ships would need their own aviation, troop, landing-craft, and command balance designed in from the outset. The same systems-level shortfall appears in the small Type 45 destroyer buy. Omitting Mark 41 vertical-launch cells at construction also denied those ships an easier route to weapons such as SM-3 and Tomahawk. A coherent force package can be lost when each platform program is decided separately.

Designing a coherent British flight-deck force
A British force-design example links the Queen Elizabeth class to amphibious flight decks, docks, escorts, and missile capacity instead of evaluating each ship program alone.
