Breakout battles trigger British mobilization

The time required to break the blockade and cross the Channel would activate militias, beacon networks, and coastal troops before the French landed.

Notes

Warning time becomes a defensive capability in its own right. Fleet breakouts and the battle off Boulogne would reveal French intentions while British militias formed, mobilized, and moved toward the coast. Once the transports sailed, a beacon network could identify the eventual landing area and direct troops toward it. The French would therefore meet a defense already responding to days of visible naval action. Their continuing sea logistics line would also remain exposed to British ships ordered to attack it wherever possible.
