Why a useful naval-air capability can lose its place

The Blackburn Blackburn shows how a useful capability can fade when it fits a small fleet detachment better than a full squadron.

Notes

Before turning to the Albacore, the Blackburn Blackburn shows that technical usefulness alone does not guarantee a naval aircraft's future. Its specialized capability made sense at flight level as a small contribution to the fleet, but was harder to justify as a squadron-level commitment. When a mission could not find that durable organizational home, the Navy tended to add it to aircraft already carried for other purposes, with unsatisfactory results. The comparison with modern airborne early warning shows another capability that may be required in flight-sized detachments rather than whole squadrons. This short opening explains how force organization can decide whether a capability survives even when the equipment itself has value.
