Fleet numbers on paper concealed readiness questions

The limited Russian naval deployment raises questions about trained crews, material condition, modernization, and systems promised but not installed.

Notes

Ukraine scuttled its aging frigate Hetman Sahaidachny early, leaving little conventional surface-fleet activity on its side. Russia did not concentrate the full strength suggested by its wider inventory, which may reflect treaty constraints, competing missions, crew shortages, or poor material condition. Moskva’s reported modernization gaps raise the additional question of whether promised systems were ever installed. That uncertainty resembles the British habit of building ships "fitted for but not with," a Falklands lesson that neither procurement culture has reliably eliminated.
